SUMMARY

Executive Summary

Sint Maarten is a major Caribbean yachting hub with a relatively direct clearance process, but the shared island and shared lagoon create an unusually easy jurisdiction mistake. This Country Brief covers the Dutch country of Sint Maarten only. French Saint-Martin is a separate clearance jurisdiction.

Current Sint Maarten Marine Trades Association guidance states that every vessel entering Dutch Sint Maarten waters must clear in and out through Immigration and Customs and identifies two yacht ports of entry: Simpson Bay and Great Bay in Philipsburg. Vessels using Simpson Bay or the Simpson Bay Lagoon must also clear with the Simpson Bay Lagoon Authority Corporation, or SLAC, and settle applicable harbour, clearance, anchoring and bridge charges.

Port St. Maarten currently publishes the operating protocol for the John Sainsborough Lejuez Bridge and the Causeway Bridge. The Simpson Bay Bridge uses VHF 12, a 5 mph channel and lagoon speed limit, directional openings and a prohibition on anchoring in the fairway. The lagoon remains operationally simple only when the captain plans the bridge, clearance and jurisdiction sequence together.

NAVOPLAN operational interpretation: Think of the Dutch and French sides as two countries sharing roads and water. A road crossing may feel informal, but a vessel movement can still create a Customs and Immigration movement. Write “Sint Maarten” or “French Saint-Martin” in the log for every arrival, departure and lagoon relocation.

The Government of Sint Maarten and the marine industry announced work in August 2025 to modernize visiting-vessel and crew clearance systems ahead of the 2025–2026 yachting season. NAVOPLAN did not locate a later public government notice confirming that a new unified electronic yacht-clearance platform has replaced the current in-person Simpson Bay or Great Bay workflow. Captains should therefore use the existing procedure as the baseline and verify system changes before departure.

Official risk posture is proportionate. The United States continues to list Sint Maarten at Level 1 — Exercise Normal Precautions, and Canada advises normal security precautions. Canada specifically reports petty crime, theft from boats and vehicles, armed robbery and some tourists being followed by people on motorcycles. This does not make Sint Maarten a high-risk yacht destination; it does make unlocked companionways, unsecured tenders and visible equipment poor operating practice.

Country Overview

For a visiting captain, Sint Maarten is a three-desk problem rather than a difficult bureaucracy: Immigration, Customs and, when using Simpson Bay or the lagoon, SLAC. The process becomes confusing when the vessel crosses into French Saint-Martin or when the captain assumes a marina can substitute for a port of entry.

National Requirements

Immigration admission and Customs control are government functions. Customs states that it controls the flow of goods, including animals, plants, personal effects and hazardous items, and that officers may exercise authority at authorized ports, marinas and along the entire coastline.

Local Port Practice

SLAC manages the Simpson Bay Lagoon, collects mooring and related fees, manages bridge operations and works with Police and the Coast Guard on safety and compliance. Marina office hours are not automatically Immigration, Customs or SLAC hours.

Shared-Island Reality

Port St. Maarten itself describes the island as “One Island. Two Nations.” The open land border does not merge yacht clearance. French Marigot and Dutch Simpson Bay have different formalities.

Do not clear at a marina by assumption: Customs officers may work in multiple marinas, but the current yacht-clearance guidance identifies Simpson Bay and Great Bay as the ports of entry. Confirm any alternative officer-arranged clearance before relying on it.

For weather and cyclone planning, use the Meteorological Department of Sint Maarten and official government emergency communications. In May 2026, the Meteorological Department reminded residents and visitors that the Atlantic hurricane season runs from 1 June through 30 November and that official marine advisories and weather updates are issued through MDS channels.

Current Dutch-side yacht-clearance guidance identifies Simpson Bay and Great Bay as the ports of entry. The captain should select the clearance point based on the vessel’s next operating area rather than simply the closest shoreline.

Operational Notes: Port St. Maarten identifies Proselyte Reef as the principal hazard on the deep-water approach. Great Bay anchorage is published by the port as available in approximately 12.19 m / 40 ft of water. Use current charts and port instructions rather than the website alone for navigation.

French-side locations are not Dutch ports of entry: Marigot, Fort Louis and Anse Marcel belong to French Saint-Martin. A French clearance is not a Sint Maarten clear-in. Likewise, Customs authority at a Dutch-side marina does not automatically make that marina the captain’s routine port-of-entry desk.

Most serious arrival mistake: Do not cross into Dutch Sint Maarten, enter the lagoon and begin normal marina or shore operations because the boat was previously cleared on the French side. Current Dutch-side yacht guidance requires clear-in through Immigration and Customs, with additional SLAC clearance for Simpson Bay and the lagoon.

At Simpson Bay, the Police Dock is a working access point for Police, Immigration, Customs and SLAC. Current SMMTA guidance states that dinghies may use it for official business and pick-up or drop-off but must not be left unattended because it is also an active ferry dock.

Immigration

Immigration duration is nationality-specific and the published sources are not fully harmonized in the way they describe stay periods. The captain should record the admission actually granted to each person instead of applying one crew-wide number.

Customs & Temporary Importation

Sint Maarten’s duty-free reputation is operationally useful for provisioning and repair, but it can mislead captains into thinking Customs is unimportant. Government describes Customs as a border-protection and law-enforcement agency with authority at ports, marinas and the entire coastline.

Cruising Within the Country

Cruising within Sint Maarten is shaped by the lagoon, bridge windows, marine-service traffic and the international water boundary with French Saint-Martin.

French / Dutch Movement

The island’s open road border does not create one vessel-clearance zone. Before moving into French waters or a French-side marina, verify French departure and arrival formalities and retain both jurisdictions’ papers.

Simpson Bay Bridge

Port St. Maarten currently publishes directional openings at 08:30 outbound, 09:30 inbound, 10:30 outbound, 11:30 inbound, 14:00 inbound, 16:00 outbound and 17:00 inbound. Use VHF 12 and verify the schedule on the day of transit.

Causeway Bridge

Current Port St. Maarten openings are published at 08:00, 10:00 and 16:30. Vessels must contact the operator on VHF 12. Port St. Maarten reported continuing Causeway lighting repairs in May 2026, including overnight road-lane closures.

Bridge and Lagoon Speed

SLAC publishes a maximum 5 mph speed in channels and the lagoon and no-wake expectations near anchorages and marinas. Keep fairways clear for outbound traffic.

Bridge Dimensions

Port St. Maarten states the lagoon is accessible via the Simpson Bay Bridge to yachts with a maximum beam of 56 ft / 17 m and maximum draft of 17 ft / 5 m. Verify current dredging, actual water depth and vessel dimensions before transit.

Anchoring

Do not anchor in bridge fairways or entrance channels. Obtain SLAC fee and mooring guidance for lagoon anchoring and verify local restrictions before dropping anchor.

Man of War Shoal Marine Park

The Nature Foundation publishes strict marine-park rules. Fishing is prohibited in the marine park. Dive-site moorings have vessel-size, time and activity restrictions; do not treat them as general cruising moorings.

Dive Moorings

Published Nature Foundation rules limit listed mooring use to vessels under 30 tons and under 14 m overall, one vessel at a time and a maximum two-hour stay. Confirm authorization and the current site rule before use.

Fishing and Spearfishing

Fishing is prohibited in the Man of War Shoal Marine Park. Spearguns and fishing equipment are prohibited around the dive-site moorings under the published rules. Verify Fisheries requirements elsewhere.

A. Operational Safety Summary

The official posture is normal precautions, but yacht crews should apply deliberate theft controls. The most relevant official warning for captains is Canada’s explicit note that theft from boats has been reported.

The United States Department of State lists Sint Maarten at Level 1 — Exercise Normal Precautions. The Government of Canada also advises normal security precautions but reports petty crime, theft from vehicles and boats, armed robberies and reports of tourists being followed by people on motorcycles.

For a captain, this supports a proportionate posture: secure the vessel and tender, avoid isolated shore-side areas at night, use licensed transport, control cash and cards and report incidents directly to Police. Do not convert old cruiser anecdotes into a claim that an entire marina or anchorage is unsafe.

C. Practical Security Measures

Arrival and Clearance

Prefer daylight for an unfamiliar approach. Secure the vessel before the captain goes ashore and carry only the required document packet and payment method.

At Anchor

Lock the companionway and reachable hatches at night even when sleeping aboard. Move portable electronics, cash and passports out of obvious view and use appropriate deck lighting.

Where can I clear a private yacht into Sint Maarten?

Current Dutch-side yacht guidance identifies Simpson Bay and Great Bay / Philipsburg.

Do I have to clear both in and out?

Yes. Current yacht guidance states all vessels arriving in Dutch Sint Maarten waters must clear in and out through Immigration and Customs.

Is SLAC the same as Immigration or Customs?

No. SLAC manages the Simpson Bay Lagoon, bridges, mooring and related fees. Complete its process separately when using Simpson Bay or the lagoon.

Does Sint Maarten use SailClear?
