Executive Summary
Sint Maarten is a major Caribbean yachting hub with a relatively direct clearance process, but the shared island and shared lagoon create an unusually easy jurisdiction mistake. This Country Brief covers the Dutch country of Sint Maarten only. French Saint-Martin is a separate clearance jurisdiction.
Current Sint Maarten Marine Trades Association guidance states that every vessel entering Dutch Sint Maarten waters must clear in and out through Immigration and Customs and identifies two yacht ports of entry: Simpson Bay and Great Bay in Philipsburg. Vessels using Simpson Bay or the Simpson Bay Lagoon must also clear with the Simpson Bay Lagoon Authority Corporation, or SLAC, and settle applicable harbour, clearance, anchoring and bridge charges.
Port St. Maarten currently publishes the operating protocol for the John Sainsborough Lejuez Bridge and the Causeway Bridge. The Simpson Bay Bridge uses VHF 12, a 5 mph channel and lagoon speed limit, directional openings and a prohibition on anchoring in the fairway. The lagoon remains operationally simple only when the captain plans the bridge, clearance and jurisdiction sequence together.
The Government of Sint Maarten and the marine industry announced work in August 2025 to modernize visiting-vessel and crew clearance systems ahead of the 2025–2026 yachting season. NAVOPLAN did not locate a later public government notice confirming that a new unified electronic yacht-clearance platform has replaced the current in-person Simpson Bay or Great Bay workflow. Captains should therefore use the existing procedure as the baseline and verify system changes before departure.
Official risk posture is proportionate. The United States continues to list Sint Maarten at Level 1 — Exercise Normal Precautions, and Canada advises normal security precautions. Canada specifically reports petty crime, theft from boats and vehicles, armed robbery and some tourists being followed by people on motorcycles. This does not make Sint Maarten a high-risk yacht destination; it does make unlocked companionways, unsecured tenders and visible equipment poor operating practice.
| Key Recommendation | Operational Reason |
|---|---|
| Treat Sint Maarten and French Saint-Martin as separate vessel-clearance jurisdictions | The island and lagoon are geographically shared, but Customs, Immigration, port and bridge procedures are separate. |
| Clear in immediately at Simpson Bay or Great Bay | Current marine-industry clearance guidance states that all vessels arriving in Dutch Sint Maarten waters must report to Immigration and Customs immediately. |
| Complete SLAC clearance when entering Simpson Bay or the lagoon | Lagoon Authority clearance, harbour and applicable bridge or anchoring charges are separate from Immigration and Customs. |
| Carry original vessel registration, last-port clearance, crew list and passports | These are the core documents identified in the current yacht-clearance workflow. |
| Verify the Digital ED Form requirement for private yacht sea arrivals | Official tourism guidance says all travellers must complete the form, but the current yacht-clearance workflow does not clearly integrate it and recent yacht practice is inconsistent. |
| Use VHF 12 and the current Port St. Maarten bridge schedule | Simpson Bay and Causeway Bridge timing, direction and fairway rules are operational constraints. |
| Declare firearms, ammunition and explosives | Current marine-industry guidance explicitly warns against undeclared weapons; Customs has broad authority over goods and the coastline. |
| Lock the vessel, dinghy and outboard | Official Canadian guidance notes theft from boats, armed robbery and other crime; normal precautions remain the official posture. |

Country Overview
For a visiting captain, Sint Maarten is a three-desk problem rather than a difficult bureaucracy: Immigration, Customs and, when using Simpson Bay or the lagoon, SLAC. The process becomes confusing when the vessel crosses into French Saint-Martin or when the captain assumes a marina can substitute for a port of entry.
| Operating Factor | Current Position |
|---|---|
| Jurisdiction Covered | Country of Sint Maarten — Dutch side of the island only |
| Overall Complexity | Moderate; clearance is direct, but Immigration, Customs and SLAC are separate steps and the French/Dutch water boundary creates confusion |
| Ports of Entry for Yachts | Simpson Bay and Great Bay / Philipsburg under current yacht-clearance guidance |
| Primary Agencies | Immigration and Border Protection Services; Customs Sint Maarten; Simpson Bay Lagoon Authority Corporation; Port St. Maarten |
| Clearance Timing | Report to Immigration and Customs immediately upon arrival and before departure |
| Lagoon Requirement | Vessels entering Simpson Bay and Simpson Bay Lagoon must also clear with the Lagoon Authority Collection Office |
| Typical Planning Allowance | Allow 30–90 minutes for a prepared routine yacht during staffed hours; this is a NAVOPLAN planning assumption, not an official service standard |
| Bridge Control | SLAC operates the Simpson Bay Bridge and Causeway Bridge; VHF 12 and current directional schedules apply |
| Safety Posture | U.S. Level 1 and Canadian normal-security-precautions posture; maintain meaningful boat and tender theft controls |
| Recent Process Issue | Government announced clearance-system modernization in 2025; no public replacement of the in-person workflow was confirmed by July 2026 |
National Requirements
Immigration admission and Customs control are government functions. Customs states that it controls the flow of goods, including animals, plants, personal effects and hazardous items, and that officers may exercise authority at authorized ports, marinas and along the entire coastline.
Local Port Practice
SLAC manages the Simpson Bay Lagoon, collects mooring and related fees, manages bridge operations and works with Police and the Coast Guard on safety and compliance. Marina office hours are not automatically Immigration, Customs or SLAC hours.
Shared-Island Reality
Port St. Maarten itself describes the island as “One Island. Two Nations.” The open land border does not merge yacht clearance. French Marigot and Dutch Simpson Bay have different formalities.
For weather and cyclone planning, use the Meteorological Department of Sint Maarten and official government emergency communications. In May 2026, the Meteorological Department reminded residents and visitors that the Atlantic hurricane season runs from 1 June through 30 November and that official marine advisories and weather updates are issued through MDS channels.
Ports of Entry / Exit
Current Dutch-side yacht-clearance guidance identifies Simpson Bay and Great Bay as the ports of entry. The captain should select the clearance point based on the vessel’s next operating area rather than simply the closest shoreline.
A. Port Capability Summary Table
| Port / Area | Island / District | Region | Approximate GPS | Entry | Exit | Immigration | Customs | Maritime Authority | Health | Fuel | Marina | Best Use | Primary Caution |

Arrival Procedures
The core Dutch-side process remains in person: report to Immigration and Customs at a recognized port of entry and complete the separate Lagoon Authority process when using Simpson Bay or the lagoon.
| Step | Captain Action | Operational Meaning | Retain |
|---|---|---|---|
| 1 | Confirm the vessel has entered Dutch Sint Maarten waters and is proceeding to Simpson Bay or Great Bay for clearance. | Do not confuse the shared lagoon or open land border with vessel clearance. | Arrival time and position |
| 2 | Contact the relevant bridge, port or marina and follow approach instructions. | Use VHF 12 for the Simpson Bay or Causeway Bridge and state vessel name, direction and intended marina. | Radio log |
| 3 | Anchor, berth or wait as instructed without obstructing the fairway. | SLAC prohibits anchoring in bridge fairways and channels. | Port / bridge instructions |
| 4 | Report to Immigration and Customs immediately upon arrival. | Current yacht-clearance guidance requires immediate clear-in. | Immigration and Customs papers |
| 5 | Present last-port clearance, vessel registration, crew list and passports; carry insurance evidence. | These are the core documents identified by current yacht-clearance guidance. | Clearance packet |
| 6 | Declare weapons, ammunition, explosives, animals and other controlled goods accurately. | Customs has broad border-control authority over goods and the coastline. | Declarations / permits |
| 7 | Complete SLAC clearance when entering Simpson Bay or the lagoon. | Lagoon Authority clearance and fees are separate from Immigration and Customs. | SLAC receipt / clearance |
| 8 | Pay applicable clearance, harbour, anchoring and bridge-related charges. | Current SMMTA guidance states bridge, harbour and clearance fees are due, with bridge fees settled on clearing out of the lagoon. | Itemized receipts |
| 9 | Confirm the Immigration stay granted to every person. | Nationality-specific published stay allowances differ, and admission remains an Immigration decision. | Passport / Immigration record |
| 10 | Confirm bridge, mooring and marina instructions before domestic movement. | Clearance does not override SLAC navigation rules or marina procedures. | Local operating instructions |
At Simpson Bay, the Police Dock is a working access point for Police, Immigration, Customs and SLAC. Current SMMTA guidance states that dinghies may use it for official business and pick-up or drop-off but must not be left unattended because it is also an active ferry dock.
Immigration
Immigration duration is nationality-specific and the published sources are not fully harmonized in the way they describe stay periods. The captain should record the admission actually granted to each person instead of applying one crew-wide number.
| Official Requirement or Issue | Operational Meaning | Verification Source |
|---|---|---|
| Visa requirement | Depends on nationality. The Caribbean visa applies to the Caribbean parts of the Kingdom of the Netherlands and is separate from a Schengen visa. | NetherlandsWorldwide |
| Visa-exempt nationalities | Many nationalities, including U.S. and EU nationals, are visa exempt. Check the current official list for each passport. | NetherlandsWorldwide |
| Short-stay Caribbean visa | A short-stay Caribbean visa can allow travel among Aruba, Curaçao, Bonaire, Saba, St Eustatius and St Maarten, generally up to 90 days within 180 days, subject to island-specific stay limits. | NetherlandsWorldwide |
| General tourist stay | Official Sint Maarten Tourism Bureau guidance states a maximum 30-day uninterrupted stay for tourists in general. | Sint Maarten Tourism Bureau / IBPS |
| U.S. and Dutch nationals | Current official Tourism Bureau guidance states up to six months uninterrupted with possibility to extend. | Sint Maarten Tourism Bureau / IBPS |
| Canada, EU, Australia, New Zealand and Japan | Current official Tourism Bureau guidance states up to three months uninterrupted with possibility to extend. | Sint Maarten Tourism Bureau / IBPS |
| NetherlandsWorldwide maximum | The Kingdom’s official visa site states a maximum 90 consecutive days in a 180-day period for St Maarten under the short-stay Caribbean visa framework. | NetherlandsWorldwide |
| Arrival by private yacht | Sea arrival does not remove individual Immigration clearance. Current yacht guidance requires vessels to report immediately. | SMMTA / IBPS |
| Crew exemption | A defined visa exemption exists for qualifying civilian ship crew under the FAL Convention for stays of no more than 48 hours, subject to IMO requirements. Private recreational crew should not self-apply this professional crew exemption. | NetherlandsWorldwide / IBPS |
| French Saint-Martin visa or residence status | Some French Saint-Martin visas or residence permits create Dutch-side visa exemptions, but admission and vessel clearance remain separate. | NetherlandsWorldwide |
| Crew changes | Update crew records with Immigration and the vessel clearance process. Crew flying through SXM must satisfy Sint Maarten air-entry requirements. | IBPS |
| Flying crew in or out | The official Sint Maarten Digital ED Form and air-entry process apply to travellers using PJIA; align the passport used in the form with the passport presented at Immigration. | entry.sx / IBPS |
| Extensions | Apply before authorized stay expires and verify medical-insurance or other supporting requirements. | IBPS |
| Overstay | Do not assume yacht stay and personal stay are the same. Resolve the individual’s status before expiry. | IBPS |
Customs & Temporary Importation
Sint Maarten’s duty-free reputation is operationally useful for provisioning and repair, but it can mislead captains into thinking Customs is unimportant. Government describes Customs as a border-protection and law-enforcement agency with authority at ports, marinas and the entire coastline.
| Issue | Official Basis or Current Finding | Operational Meaning |
|---|---|---|
| Vessel entry | Customs clearance is required for arriving and departing yachts. | Report at Simpson Bay or Great Bay and comply with officer instructions. |
| Customs role | Sint Maarten Customs is primarily a law-enforcement and border-control agency and controls goods, animals, flora, fauna, personal effects and hazardous items. | A duty-free economy does not eliminate Customs controls. |
| Import duties | Government Customs states that the only tax levied by Customs is tax/excise on unleaded gasoline. | Do not translate this into permission to land, sell or transfer any goods without declaration or control. |
| Separate temporary import permit | No separate public temporary-import permit for a normal transient private yacht was confirmed during this research cycle. | Ask Customs to confirm vessel status before long storage, sale, charter use or an extended stay. |
| Vessel stay | Marine-industry guidance says visiting yachtsmen are generally permitted to stay up to three months, sometimes varying with nationality. | This is industry guidance, not a universal public Customs TIP statute. Verify with Customs. |
| Domestic movement | Dutch-side clearance does not replace French Saint-Martin clearance. | Treat a jurisdiction crossing as an international movement unless the authorities instruct otherwise. |
| Repairs | Sint Maarten is a major yacht-repair center, but repair work does not remove Customs control. | Keep work orders and invoices and consult Customs for immobilization or long stays. |
| Spare parts | Goods can be imported without ordinary import duties, but Customs still controls goods and hazardous items. | Coordinate courier, marina and Customs and retain shipping papers. |
| Dutiable / controlled goods | Customs enforcement remains active despite duty-free status. | Declare controlled goods and answer Customs questions accurately. |
| Alcohol and tobacco | No current yacht-specific stores allowance was confirmed in official public sources. | Verify before arrival and declare when asked. |
| Cash reporting | No public yacht-specific cash declaration threshold was confirmed in the official Sint Maarten Customs pages reviewed. | Verify current monetary declaration rules before carrying large sums. |
| Vessel sale or transfer | A sale, local delivery or ownership change can alter Customs treatment. | Obtain written Customs instructions before transfer. |
| Long-term storage | Storage can extend beyond an assumed visitor or vessel status. | Confirm vessel status in writing before haul-out or leaving the vessel long term. |
| Dinghy and outboard | Customs can control personal effects and goods at the coastline and ports. | Carry serial numbers and ownership information and declare if asked. |
| Personal property | Permanent landing, sale or transfer of vessel equipment can create Customs issues. | Do not dispose of major equipment locally without guidance. |
Cruising Within the Country
Cruising within Sint Maarten is shaped by the lagoon, bridge windows, marine-service traffic and the international water boundary with French Saint-Martin.
French / Dutch Movement
The island’s open road border does not create one vessel-clearance zone. Before moving into French waters or a French-side marina, verify French departure and arrival formalities and retain both jurisdictions’ papers.
Simpson Bay Bridge
Port St. Maarten currently publishes directional openings at 08:30 outbound, 09:30 inbound, 10:30 outbound, 11:30 inbound, 14:00 inbound, 16:00 outbound and 17:00 inbound. Use VHF 12 and verify the schedule on the day of transit.
Causeway Bridge
Current Port St. Maarten openings are published at 08:00, 10:00 and 16:30. Vessels must contact the operator on VHF 12. Port St. Maarten reported continuing Causeway lighting repairs in May 2026, including overnight road-lane closures.
Bridge and Lagoon Speed
SLAC publishes a maximum 5 mph speed in channels and the lagoon and no-wake expectations near anchorages and marinas. Keep fairways clear for outbound traffic.
Bridge Dimensions
Port St. Maarten states the lagoon is accessible via the Simpson Bay Bridge to yachts with a maximum beam of 56 ft / 17 m and maximum draft of 17 ft / 5 m. Verify current dredging, actual water depth and vessel dimensions before transit.
Anchoring
Do not anchor in bridge fairways or entrance channels. Obtain SLAC fee and mooring guidance for lagoon anchoring and verify local restrictions before dropping anchor.
Man of War Shoal Marine Park
The Nature Foundation publishes strict marine-park rules. Fishing is prohibited in the marine park. Dive-site moorings have vessel-size, time and activity restrictions; do not treat them as general cruising moorings.
Dive Moorings
Published Nature Foundation rules limit listed mooring use to vessels under 30 tons and under 14 m overall, one vessel at a time and a maximum two-hour stay. Confirm authorization and the current site rule before use.
Fishing and Spearfishing
Fishing is prohibited in the Man of War Shoal Marine Park. Spearguns and fishing equipment are prohibited around the dive-site moorings under the published rules. Verify Fisheries requirements elsewhere.
Diving
Use the alpha flag and slow around dive operations. Nature Foundation rules prohibit feeding, touching, harassing, damaging or removing marine life in the protected area.
Discharge and Holding Tanks
Port St. Maarten offers black-water removal and SLAC’s stated lagoon mission includes pollution control, but a concise current public private-yacht discharge rule was not confirmed. Use holding tanks and arrange pump-out rather than discharging in the lagoon, marinas or marine park.
Fuel and Water
Port St. Maarten publishes bunkers, a mega-yacht fuel station and fresh-water services in Great Bay. Simpson Bay has extensive marine-service options. Verify current depth, product and delivery method.
VHF Practice
Use VHF 12 for the Dutch bridge operators and announce vessel name, direction and intended marina. Maintain VHF 16 watch as appropriate.
Weather
Use the Meteorological Department of Sint Maarten for official forecasts, marine advisories and hurricane-season information.
Basic Security
Lock the companionway, tender and outboard; do not leave valuables unattended aboard or on the beach; use licensed taxis and control cards and cash.
Safety, Security & Local Risk Environment
A. Operational Safety Summary
The official posture is normal precautions, but yacht crews should apply deliberate theft controls. The most relevant official warning for captains is Canada’s explicit note that theft from boats has been reported.
The United States Department of State lists Sint Maarten at Level 1 — Exercise Normal Precautions. The Government of Canada also advises normal security precautions but reports petty crime, theft from vehicles and boats, armed robberies and reports of tourists being followed by people on motorcycles.
For a captain, this supports a proportionate posture: secure the vessel and tender, avoid isolated shore-side areas at night, use licensed transport, control cash and cards and report incidents directly to Police. Do not convert old cruiser anecdotes into a claim that an entire marina or anchorage is unsafe.
B. Risk Matrix
| Risk | Where / When It Matters | Likelihood / Severity | Operational Guidance | Source Type | Confidence |
|---|---|---|---|---|---|
| Theft from boats | At anchor, moored or when the vessel is unattended | Meaningful opportunity risk / Moderate | Lock companionways and hatches, secure electronics and cash and do not leave valuables unattended on boats. | Government of Canada advisory | High |
| Dinghy and outboard theft | Dinghy docks and overnight at anchor | Opportunity risk / High inconvenience | Lock the tender to a fixed point, secure the engine separately when practical, remove keys and lift or closely secure overnight. | Official boat-theft advisory + NAVOPLAN operating interpretation | Medium |
| Petty crime | Crowded shore areas, beaches, nightlife and transport | Possible / Moderate | Control phones, passports and bags; avoid displaying cash or jewellery. | Canada / U.S. advisories | High |
| Armed robbery | Shore-side movement and isolated or poorly lit areas | Reported / High consequence | Avoid isolated and poorly lit areas, especially at night; use licensed taxis and maintain situational awareness. | Government of Canada advisory | High |
| Motorcycle follow incidents | Shore-side transport | Reported / Potentially serious | If followed, go to a populated or official location rather than the vessel or isolated dinghy landing and contact Police. | Government of Canada advisory | High |
| Card / ATM fraud | Provisioning and shore payments | Possible / Moderate | Use well-lit or bank ATMs, shield PIN entry and monitor account activity. | Government of Canada advisory | High |
| Bridge-channel collision or close quarters | Simpson Bay and Causeway bridge approaches | Operational / Potentially high consequence | Hail VHF 12, respect direction windows, remain below 5 mph and keep the fairway clear. | Port St. Maarten / SLAC | High |
| Lagoon shoaling and reefs | Lagoon transit and external approaches | Location-dependent / High consequence | Use current charts and local depth information; Port St. Maarten identifies Proselyte Reef on the Great Bay approach and SMMTA warns about lagoon shoaling. | Port / marine-industry guidance | High |
| Civil disruption or road closure | Clearance access, crew transport and provisioning | Variable / Moderate | Check current Government, Police and Port notices. No current July 2026 nationwide curfew or major civil disruption was confirmed. | Current official sources | Medium |
| Cyclone and severe weather | June–November; all anchorages and marinas | Seasonal / Potentially catastrophic | Use MDS advisories, maintain a hurricane plan and do not let clearance or bridge timing force a weather decision. | MDS / Government | High |
C. Practical Security Measures
Arrival and Clearance
Prefer daylight for an unfamiliar approach. Secure the vessel before the captain goes ashore and carry only the required document packet and payment method.
At Anchor
Lock the companionway and reachable hatches at night even when sleeping aboard. Move portable electronics, cash and passports out of obvious view and use appropriate deck lighting.
In Marinas
Use gate and visitor controls and verify contractors. Report suspicious dock activity promptly and ask how CCTV footage is preserved after an incident.
Dinghy and Outboard
Use a real lock and cable or chain, not only the painter. Secure the engine separately when practical, remove the key and kill-switch lanyard and lift or closely secure the tender overnight.
Shore Visits
Avoid isolated or poorly lit areas and beaches after dark. Carry limited cash and do not leave valuables unattended on the beach.
Transportation and Cash
Use licensed taxis with a TAXI-prefix plate and visible driver permit. Confirm fares, control cards and use well-lit ATMs. Official taxi guidance says receipts are available on request.
Remote Cruising
Maintain VHF and backup communications, share an itinerary and verify weather and marine-park restrictions before leaving the main service area.
Reporting Incidents
Dial 911 for Police. For maritime emergency use VHF 16 and the Dutch Caribbean Coast Guard channels or contacts as directed locally. Photograph damage, record serial numbers and request an official report or case reference for the insurer.
D. Areas Requiring Additional Verification
| Area / Issue | Why It Matters | What To Verify | Who To Verify With |
|---|---|---|---|

| Marine park enforcement | Mooring and authorization systems can change. | Current private-yacht access and permit rules | Nature Foundation |
Fees & Costs
Sint Maarten’s costs are operationally fragmented. Immigration, Customs, SLAC, port, anchorage, bridge and marina charges should be treated as separate categories even when several desks are located together.
| Fee Category | Published or Known Basis | Planning Note | Verify With |
|---|---|---|---|
| SLAC clearance fee | Current SMMTA guidance publishes US$5 up to 99 gross tons, US$10 for 100–499 gross tons and US$20 over 500 gross tons. | Published by the marine trades association; verify current SLAC tariff. | SLAC |
| Harbour fee | Current SMMTA guidance states harbour fees are due immediately on arrival. | Exact current yacht tariff varies by tonnage or operation; verify current fee. | SLAC / Port St. Maarten |
| Anchoring fee | Current SMMTA guidance states a fee is charged for vessels staying at anchor. | Verify current fee and billing period. | SLAC |
| Bridge fee | Bridge fees apply to lagoon use and are paid on clearing out under current SMMTA guidance. | Exact current fee was not published on the official Port St. Maarten bridge page reviewed. Verify current fee. | SLAC |

Controlled & Restricted Items
Sint Maarten’s lack of ordinary import duties does not make controlled items casual. Weapons, hazardous items, animals, flora and fauna remain within Customs control.
| Item | Status / Risk | Operational Guidance | Verification Source |
|---|---|---|---|
| Firearms | High legal and declaration risk | Obtain written instructions before departure and declare every firearm at clear-in. Do not rely on secure onboard storage as a reason not to declare. | Customs / Police; SMMTA current warning |

Pets
Sint Maarten has a clear online animal-import process. A live animal requires an Animal Movement Permit, and the Government recommends filing a complete application no later than five business days before arrival.
| Preparation Item | Published Requirement / Current Finding | Timing | Proof to Carry |
|---|---|---|---|
| Animal Movement Permit | Required to enter or import a live animal into Sint Maarten. | Submit no later than five business days before arrival; earlier is safer | Government online application / permit |
| Application cost | Government service page states no cost. | At application | Government service page |
| Passport copy | Digital passport copy of the person accompanying or importing the animal. | Application | PDF under 5 MB |
| Travel itinerary | Airline, shipping or travel-agency itinerary or consignment. | Application | For a private yacht, verify acceptable voyage evidence with LVV |
| Veterinary health certificate | International veterinary health certificate required. | Within the applicable health-certificate window | Original / digital certificate |
| Rabies vaccination | Required for dogs, cats and ferrets. | Before arrival | Rabies certificate |
| Language | Documents must be in English or accompanied by an English translation. | Before application | PDF documents |
| Animals per application | Up to three animals may be submitted on one application. | Application | Government guidance |
| Service or emotional-support animals | Not exempt from the import conditions or permit. | Before travel | Government guidance |
| Minimum age | Government states permission will not be granted for dogs, cats or ferrets under 15 weeks old and not fully vaccinated against rabies. | Before travel | Government FAQ |
| First-time entry certificate | First-time entry requires an endorsed veterinary health certificate under the published FAQ. | Before arrival | Official veterinarian signature and government stamp/seal |
| EU Pet Passport | Not sufficient by itself for the permit. Government says a paper veterinary health certificate is still required; the EU Pet Passport may support rabies proof. | Application | Government FAQ |
| Arrival inspection | The Animal Movement Permit is intended to establish that the animal may pass through a Sint Maarten port of entry, but a universal private-yacht inspection sequence was not confirmed. | Before arrival | LVV / IETA / clearance point |
| Quarantine / refusal risk | Incomplete or inconsistent applications can delay or prevent entry. | Avoid through advance review | LVV |
| Restricted breeds | No current breed-ban list was confirmed on the public Animal Movement service page. | Verify before departure | LVV / Government |
| French-side movement | French Saint-Martin applies different animal-import rules. | Before crossing jurisdictions | French DAAF and Sint Maarten LVV |
Use the official Sint Maarten Live Animal Import service and Animal Movement Application. The Government states that the service is online and free.
Yacht Agents & Clearance Services
A prepared private yacht can generally clear directly at Simpson Bay or Great Bay. Agents are most valuable when the arrival involves visa-required crew, a large guest manifest, pets, weapons, major repairs, parts shipments or long-term vessel-status questions.
| Scenario | Direct Clearance Appropriate? | Potential Agent Value | Question to Ask First |
|---|---|---|---|
| Routine private yacht, complete papers, normal hours | Generally yes | Limited | Can I self-clear at Simpson Bay or Great Bay on my ETA and day? |
| First Dutch/French lagoon visit | Possible | Jurisdiction and bridge-sequence planning | Which side am I formally entering and where do I clear before the marina move? |
| Late, weekend or public-holiday arrival | Possible but verify | Office-hours coordination | Which Immigration, Customs and SLAC desks are staffed? |
| Large yacht or multiple guests | Possible | Manifest, berth and clearance coordination | What data must be sent before arrival under the current visiting-vessel workflow? |
| Visa-required crew | Potentially complex | IBPS coordination | Does the person qualify for a visa exemption or crew waiver and what written proof is needed? |
| Pet aboard | Possible with advance permit | LVV and arrival logistics | What private-yacht itinerary and inspection instructions have LVV accepted? |
| Firearm or ammunition | Do not improvise | Advance Customs / Police coordination | What written declaration, storage or custody instruction will I receive before arrival? |
| Major repair or parts shipment | Possible | Courier, Customs and yard coordination | What Customs documents are needed despite duty-free treatment? |
| Long-term storage or vessel sale | Obtain Customs advice | Customs-status clarification | What is the vessel’s permitted status and what changes before sale or storage? |
| Security / transport concern | Usually direct local coordination | Licensed taxi, marina security and current anchorage advice | What is the current after-hours security contact and local incident pattern? |
Departure Procedures
Outbound clearance is required. Treat the departure as a coordinated sequence among Immigration, Customs and, for Simpson Bay or lagoon vessels, SLAC.
| Step | Captain Action | Operational Note |
|---|---|---|
| 1 | Identify the next actual jurisdiction and port. | French Saint-Martin is a foreign jurisdiction for Dutch-side vessel clearance purposes. |
| 2 | Reconcile the final crew and passenger list. | Resolve fly-in, fly-out and visa issues before formal clearance. |
| 3 | Settle marina and outstanding local accounts. | Do not let a billing issue delay Immigration or SLAC closing time. |
| 4 | Complete Immigration and Customs departure clearance. | Current yacht guidance requires clear-out before departure. |
| 5 | Complete SLAC clear-out when leaving Simpson Bay or the lagoon. | Bridge fees are paid on clearing out under current SMMTA guidance. |
| 6 | Retain bridge, harbour, clearance and anchoring receipts. | These document the separate fee layers. |
| 7 | Obtain and inspect outward clearance paperwork. | Confirm vessel, captain, crew, next destination and date before leaving the office. |
| 8 | Verify next-country pre-arrival requirements. | A short passage to French Saint-Martin, Anguilla, St. Barths or another Dutch island can still require formal arrival procedures. |
| 9 | Check Port St. Maarten bridge times and VHF 12 if the route uses the lagoon exit. | Bridge schedules and maintenance can change. |
| 10 | Review MDS marine weather and secure the vessel for sea. | Do not let a bridge or clearance window create pressure to depart into unsuitable conditions. |
- Confirm the next jurisdiction and port.
- Reconcile final crew and passenger list.
- Resolve fly-in and fly-out crew changes.
- Settle marina accounts.
- Complete Immigration departure clearance.
- Complete Customs departure clearance.
- Complete SLAC clear-out when applicable.
- Pay applicable bridge, harbour, anchoring and clearance charges.
- Retain itemized receipts.
- Inspect outward clearance for vessel and crew accuracy.
- Verify next-country pre-arrival formalities.
- Check the current Simpson Bay or Causeway bridge schedule if applicable.
- Hail VHF 12 before bridge approach.
- Secure dinghy, outboard, fuel cans and deck equipment.
- Review MDS marine weather and official advisories.
- Retain Police, marina or insurance incident reports when relevant.
Reality Check
Sint Maarten’s operational surprises come from administrative overlap, bridge timing and assumptions created by the island’s open-border culture.
| Reality | Why It Surprises Captains | Operational Response |
|---|---|---|
| Immigration, Customs and SLAC are separate processes. | The desks may be close together and the island promotes a simple yachting experience. | Carry one organized packet and do not leave until every required desk is complete. |
| One island does not mean one vessel-clearance zone. | People drive across the French/Dutch border freely. | State the jurisdiction in the log and clear each side as required. |
| Duty free does not mean Customs free. | Sint Maarten has almost no import duties. | Declare weapons, animals and controlled goods and follow Customs instructions. |
| The Digital ED Form is not proven yacht pre-clearance. | Official tourism information says all travellers complete it. | Verify sea-arrival applicability with IBPS and still clear in person. |
| Government announced yacht-clearance modernization, but the public baseline remains in person. | Captains may hear that a new system is coming. | Verify changes before departure; do not assume a new portal has replaced Simpson Bay or Great Bay. |
| A marina is not automatically the port-of-entry desk. | Customs officers have authority in many marinas. | Use Simpson Bay or Great Bay unless officials pre-arrange otherwise. |
| Bridge schedules are directional. | A bridge opening time is often repeated without saying inbound or outbound. | Use the current Port St. Maarten schedule and VHF 12. |
| The lagoon speed limit is low. | Large-yacht traffic can make captains feel pressure to keep moving. | Stay at or below 5 mph and keep fairways clear. |
| Normal precautions still include boat security. | Sint Maarten is officially Level 1. | Lock the vessel and tender; Canada specifically reports theft from boats. |
| Marine-park moorings are not general cruising moorings. | A buoy can look like an invitation to stop. | Confirm Nature Foundation authorization and site rules before use. |
Common Cruiser Mistakes
| Mistake | Why It Happens | Consequences | How To Avoid It |
|---|---|---|---|
| Clearing on the French side and assuming Dutch clearance is automatic | The island and lagoon feel continuous. | Unresolved Dutch Immigration and Customs status. | Clear at Simpson Bay or Great Bay as required. |
| Skipping SLAC after Immigration and Customs | Captain assumes government clearance covers lagoon administration. | Unpaid or incomplete harbour, clearance or bridge process. | Complete SLAC clearance when using Simpson Bay or the lagoon. |
| Leaving the Police Dock unattended | It looks like a convenient dinghy dock. | Conflict with official access and active ferry use. | Use it only for official business and active pick-up/drop-off. |
| Using an old bridge timetable | Cruising guides preserve historical schedules. | Missed opening or close-quarters confusion. | Use current Port St. Maarten / SLAC information and VHF 12. |
| Hailing the bridge without saying direction or destination | Captain assumes AIS identifies the plan. | Operational confusion in the fairway. | State vessel name, inbound/outbound direction and intended marina. |
| Assuming duty free means undeclared firearms are acceptable aboard | No import duty is confused with no border control. | Serious enforcement consequences. | Obtain instructions and declare weapons and ammunition. |
| Treating the ED Form as yacht pre-clearance | It is a digital entry form. | Captain fails to report to Immigration and Customs. | Use it only as required and still complete in-person vessel clearance. |
| Assuming everyone receives the same Immigration stay | Crew clear together. | Overstay by one person. | Record the admission granted to each person. |
| Bringing a pet without an Animal Movement Permit | The animal has cruised easily between other islands. | Delayed or refused entry. | Apply at least five business days ahead and resolve yacht-arrival instructions. |
| Flying a drone from Simpson Bay or Philipsburg without checking the NFZ | The captain is offshore or over water. | Airspace violation. | Check the official NFZ map and obtain authorization when required. |
| Leaving valuables aboard or the tender unsecured | Official risk level is low. | Opportunity theft. | Lock the boat, dinghy and outboard and remove visible targets. |
| Using a marine-park dive buoy as an overnight mooring | The buoy is already installed. | Protected-area violation or damage. | Confirm authorization and obey the two-hour and vessel-limit rules where applicable. |
Captain's Notes
Sint Maarten rewards simple discipline: know the jurisdiction, finish every desk, use the official bridge schedule and lock the easy targets.
Write the Side of the Island
Every log entry should say Dutch Sint Maarten or French Saint-Martin. “St. Martin” is not precise enough for clearance records.
Carry Paper
A printed crew list, vessel registration copy, last-port clearance and insurance certificate make the Simpson Bay or Great Bay desk easier than searching a phone.
Clear Before the Repair List
Sint Maarten’s marine services are distracting in the best way. Finish Immigration, Customs and SLAC before walking into a chandlery or calling the mechanic.
Use the Bridge Schedule as a Gate
Work backward from the directional opening. Complete engine checks, fenders, lines and radio setup before entering the fairway.
Do Not Race the Mega Yacht
Maintain the 5 mph limit and follow the bridge operator. Large traffic does not change the skipper’s obligation to stay predictable.
Secure the Tender Twice
Lock it to the dock and remove or secure the key and kill-switch lanyard. When practical, secure the outboard independently.
Record Every Desk and Fee
Immigration, Customs and SLAC can blur together after a long passage. Record the desk, time, person or agency, document and fee.
Ask Customs Before Long Storage
A three-month marine-industry rule of thumb is not the same as a written Customs status for every vessel. Resolve long-term plans before leaving the boat.
Frequently Asked Questions
Is this the French Saint-Martin brief?
No. This Country Brief covers Dutch Sint Maarten. French Saint-Martin has separate digital French Antilles clearance procedures.
Where can I clear a private yacht into Sint Maarten?
Current Dutch-side yacht guidance identifies Simpson Bay and Great Bay / Philipsburg.
Do I have to clear both in and out?
Yes. Current yacht guidance states all vessels arriving in Dutch Sint Maarten waters must clear in and out through Immigration and Customs.
Is SLAC the same as Immigration or Customs?
No. SLAC manages the Simpson Bay Lagoon, bridges, mooring and related fees. Complete its process separately when using Simpson Bay or the lagoon.
Does Sint Maarten use SailClear?
Current Sint Maarten yacht-clearance guidance does not identify SailClear as the official Dutch-side clearance process. Use the in-person Simpson Bay or Great Bay workflow unless the authorities announce a replacement.
Do I need the new Digital ED Form if I arrive by yacht?
Official tourism guidance says all travellers must complete it, but the public yacht workflow is inconsistent on sea arrivals. Verify with IBPS and do not treat the ED Form as vessel pre-clearance.
Can I cross into the French lagoon side after Dutch clearance?
Do not assume so. French Saint-Martin is a separate Customs and Immigration jurisdiction. Verify French arrival and Dutch departure requirements.
What channel do the Dutch bridges use?
Port St. Maarten publishes VHF 12 for Simpson Bay and Causeway bridge communication.
What is the lagoon speed limit?
Port St. Maarten publishes a maximum 5 mph in the channels and lagoon.
Can I anchor in the bridge fairway?
No. SLAC explicitly prohibits anchoring in fairways and entrance channels.
Do I need a cruising permit?
No separate general cruising permit was confirmed for a routine private yacht. Clearance, SLAC, anchoring, bridge, marina and marine-park rules can still apply.
Can I bring a dog or cat?
Yes, subject to the Government Animal Movement Permit and health requirements. Apply no later than five business days before arrival and obtain direct-yacht-arrival instructions.
Is Sint Maarten unsafe for yachts?
Official U.S. and Canadian posture is normal precautions. Canada does report theft from boats and armed robbery. Use deliberate vessel, tender and shore-side security.
Who do I call after a theft?
Dial 911 for Police and make the report directly. Preserve photos, serial numbers and evidence and obtain a case reference for insurance.
